DRDO Corruption: Alleged Modus Operandi of Scientists Using Family-Owned Companies to Secure Defence Contracts (Part-1)

Allegations of Conflict of Interest and Abuse of Official Position in Indigenous Defence Procurement.

For nearly 30 Years, concerns have repeatedly been raised regarding alleged conflicts of interest involving certain scientists and officials associated with (DRDO) defence research and development organizations. These concerns warrant an independent, transparent, and time-bound investigation in the larger interest of national security, public accountability, and the integrity of defence procurement.

One such matter relates to Mr. Arvind Kumar Shukla, who served as a scientist at the Aeronautical Development Agency (ADA), Bengaluru. It has been alleged that a private company, M/s Pendios Pvt. Ltd., was established in the name of his wife Miss. Sandhya Shukla and was involved in the manufacture of indigenous various aerospace products, including:

  • Cockpit Flood Light
  • Inverter cum dimmer
  • Lighting Control Panel
  • Navigation Light
  • Lighting Panel
  • Formation Light
  • Other aircraft and testing equipment

The central concern is the apparent conflict of interest. It is alleged that, while holding an official position in ADA, Mr. Shukla was associated with planning, technical evaluation, and testing activities relating to products allegedly manufactured by the same private company. Official documents available on DRDO-related platforms are claimed to indicate his involvement in these activities. If verified, such a situation would raise serious questions regarding impartiality, transparency, and compliance with government conduct rules.

It is further alleged that the products subsequently obtained airworthiness certification from CEMILAC by claiming them to be based on indigenous technology. However, it is alleged that the items were, in fact, imported and their actual origin was concealed before being supplied through HAL.

Questions have also been raised as to whether all testing procedures and qualification requirements prescribed by DGAQA were carried out in strict compliance with the applicable standards. Complaints received from concerned parties further allege that certain test parameters were manipulated or altered during the qualification process. It has also been alleged that such irregularities continued even after the retirement of the concerned official.

These allegations are serious and, if substantiated through an independent investigation, could indicate violations of conflict-of-interest principles, misuse of official position, and possible irregularities in defence procurement and certification processes.

Given the strategic importance of defence systems and the need to maintain public confidence in indigenous defence manufacturing, it is imperative that the competent authorities conduct a comprehensive inquiry into all relevant records, approvals, testing procedures, certification processes, and procurement decisions. Any wrongdoing, if established, should be dealt with strictly in accordance with the law, while ensuring that all individuals concerned are afforded due process.

Several complaints relating to this matter are already stated to be under consideration by the competent authorities. Their impartial examination is essential to uphold transparency, accountability, and the credibility of India’s defence research and procurement ecosystem.

Fight Against Corruption Lobby of DRDO

The appointment of the Director General (DG) of BrahMos became the subject of a prolonged legal dispute after concerns were raised regarding the selection process.

Sivan Subramanyam, the senior-most Distinguished Scientist (DS) in DRDO, challenged the appointment before the Central Administrative Tribunal (CAT), contending that the prescribed selection procedure had not been followed. After examining the matter, the CAT directed the DRDO Secretary to revisit the appointment process and conduct a fresh selection in accordance with the applicable rules and procedures.

Instead of implementing the Tribunal’s directions, the DRDO Secretary challenged the CAT order before the Hon’ble High Court of Telangana at Hyderabad. After extensive hearings, the final arguments were concluded on 8 July, and the matter now awaits judgment.

Throughout this legal battle, one individual stood firmly for the cause of justice—Advocate Shri Srinivas Chamarthy. Despite the complexity and significance of the case, he rendered his legal services without accepting a single penny in professional fees. His commitment to the rule of law, fairness, and institutional integrity reflects exceptional dedication and selfless service.

This case is not merely about one appointment; it concerns adherence to established procedures, transparency in public institutions, and the principle that every public authority must remain accountable to the rule of law.

Security oversight at DRDO, chief under fire

NEW DELHI: Samir V. Kamat is being faulted by some within the DRDO for ‘continuing to sit on the findings of BrahMos’ own internal committee’.

In the first week of September 2022, a three-member Fact Finding and Investigation Committee (FFIC) that was constituted in January 2022, submitted its report to the present Defence and Research Development Organization (DRDO) chief Samir V. Kamat.
The said committee was formed on the directions of scientist Atul Dinkar Rane, who was appointed as the chief executive officer and managing director of BrahMos airspace on 20 December 2021 after his predecessor Dr Sudhir Kumar Mishra had retired on 30 November 2021.

While taking over the charge from Mishra, Rane was also given the details of the documents, both sensitive and general in nature, as a part of “handing over”. However, on 28 December, Mishra returned a set of “secret” documents back to BrahMos headquarters, which were not in the list of documents that Mishra had shown to be in his possession during the handing over process earlier.
This action prompted Rane to constitute the three-member committee to find out if any other sensitive documents were unaccounted for and if any other things which should not have been taken out from the premises of BrahMos were taken out.

During their probe, the committee members found that from 27 November till 30 November, Mishra had engaged private packers and movers who packed 40 cartons that contained stuff lying in his office. The statement of the packers and movers revealed that 20 paintings, 8 cartons of books, medals in 10 cartons, 10 cartons of liquor amounting to 100 bottles and 8 cartons of blankets, bedsheets and towels were allegedly taken from the BrahMos Headquarters to the residence of Mishra at Vasant Kunj. The Sunday Guardian has accessed the statement of the transporter.
No inventory register of these things was maintained, but the committee found videos and stills of the cartons from the cameras that were installed at the entry and exit of X-ray machines.

When the committee sought to check the CCTV footage of these three days, it found that footage of the corresponding days were missing. As a result of these lapses, Lieutenant Colonel R.S. Suri (Retd), the Chief General Manager (CGM) responsible for data security, document handling, and outgoing materials at BrahMos Aerospace, was transferred to Hyderabad, but he chose to resign.

The committee also found that Mishra was still in the possession of over Rs 7 lakh (depreciated value) worth laptops, desktops and mobile phones and inventories that belonged to BrahMOs. When he was asked about it, he sent a cheque of Rs 1.71 lakh on 23 March to BrahMOs in lieu of the stuff that was lying in his possession.
The then Personal Assistant of Mishra told the committee members that he took a lot of documents outside the headquarters after photo copying them. Such a claim remains unverified.
However, the committee members decided to end their probe abruptly after they found INSAS guns, rocket launchers, ammunition and live bombs inside the BrahMos campus. They decided that the matter was now a case for the probe of specialized agencies like the National Investigation Agency.

The said report was then submitted to DRDO chief Kamat through BrahMos chief in September 2022. Kamat ordered that the said arms and ammunition should be sent to Armaments Research & Development Establishment (ARDE) for further investigation.
Till now no action has been reported as being taken on these series of lapses that occurred under the watch of Kamat and Mishra. Kamat, on his part, is being faulted by some within the DRDO for “continuing to sit on these findings of BrahMos’ own internal committee”.
The entire incident would have continued to be unknown if Mishra had not recently applied for a non executive advisory consultancy position (Raja Ramanna Chair) in DRDO.

Kamat after receiving the application from Mishra wrote to BrahMos seeking their suggestions on his application, it was then that the officials in the defence establishment and Kamat were made to recall the findings of the three-member committee, which the DRDO chief has allegedly refused to act on for almost 20 months now. Sources said B.P. Sharma, who is the Chairman of Recruitment & Assessment Centre (RAC) in DRDO, has refused to move ahead with the application of Mishra in wake of the findings of the said committee.

Mishra on his part has called the revival of this entire matter as a “malicious campaign and propaganda” against him by some “vested interests” which stems from his application for the consultancy position (Chair) in DRDO. Mishra has said that he retired more than two years ago from DRDO and if there was any security breach then why it was not flagged and reported earlier. According to him, as per protocol, he had handed over all the documents including files marked “classified” and “confidential” to his successor in the presence of the company secretary. He said that on the day of his retirement he did carry back his “personal belongings”—the souvenirs given to him during his seven-year tenure as DG, DRDO; from 2014 to 2021, the degrees and honours he had obtained and other personal belongings in five to six boxes.

While responding to these developments, DRDO had said that it had “received a complaint against Dr Sudhir Kumar Mishra, Ex CEO & MD of BrahMos Aerospace. Based upon the complaint, a Fact Finding Inquiry Committee was formed by Secretary DDR&D and Chairman DRDO. However the committee didn’t find any evidence to back the allegation levied.”

However, sources aware of the matter said that the inquiry committee was not formed on the basis of a complaint, but an internal concern raised by the top officers of BrahMOs. Secondly, the fact finding committee had reportedly found multiple lapses, including the presence of unexplained arms and ammunition inside the campus.
A section of DRDO officials said it was a failure of Kamat to “sit on this entire findings” that included unexplained presence of ammunition, failure of working CCTVs which indicates major lapses in the organization.

Messages sent to Mr Kamat seeking his response on the matter including the inaction on the findings of the committee elicited no response till the time the report went to press.

In a developing story that has sent shockwaves through India’s defence community, Sudhir Mishra, a former Director General of the Defence Research and Development Organisation (DRDO) and Chief Executive Officer and Managing Director of BrahMos Aerospace Private Limited, is under intense scrutiny. Mishra, who retired from his roles at BrahMos Aerospace on November 30, 2021, is alleged to have improperly handled sensitive documents, triggering a severe investigation into breaches of security protocols at the defence firm.

The DRDO Vigilance Department initiated an investigation after discovering that Mishra returned about three dozen files, including documents classified as ‘CONFIDENTIAL’, on December 28, 2021. This return prompted a deeper look into the security measures at BrahMos, uncovering a critical lapse: a 15-day gap in the CCTV surveillance records, which has significantly hampered the probe.

Further scrutiny revealed a more disturbing oversight—a failure to maintain a mandatory 90-day backup of CCTV footage per the Ministry of Defence (MoD) guidelines. This deficiency has severely limited the investigation committee’s ability to conduct a thorough audit of the security protocols and trace past breaches effectively.

In the wake of these findings, Lieutenant Colonel RS Suri (Retd), the Chief General Manager (CGM) responsible for data security, document handling, and outgoing materials at BrahMos Aerospace, has been transferred. This move came after it was discovered that the facility’s CCTV systems were malfunctioning.

Amid these security lapses, the investigation also noted several undocumented removals of materials from the BrahMos headquarters and its guest house during late November and early December 2021. These removals were facilitated by Big Logistics India Pvt Ltd, which was responsible for packing and transporting items from Mishra’s office.

Documentation accessed by this correspondent from the logistics company detailed the items moved, which included 20 wall paintings, several books, documents, an undisclosed number of medals, about 100 bottles of alcohol, and various gift items. These were transported over four days in 40 cartons of varying sizes.

Sudhir Mishra is a prominent figure in India’s defence sector. He has held significant roles on defence committees such as the Indo-Israel Management Committee (I2MC) and the Indo-Russia Inter-Governmental Committee (IRIGC). His accolades include receiving the DRDO’s ‘Scientist of the Year’ award in 2010 for his significant contributions.

DRDO Responds to Financial Express Online Query Related to the investigation

In response to these allegations, a DRDO spokesperson stated, “DRDO had received a complaint against Dr Sudhir Kumar Mishra, Ex CEO & MD of BrahMos Aerospace. Based upon the complaint, a Fact-Finding Inquiry Committee was formed by the Secretary DDR&D and Chairman DRDO.”

“However, the committee didn’t find any evidence to back the allegation levied,” the Directorate of Public Interface (DPI) of DRDO stated to Financial Express Online.

Responding to Financial Express Online, here is what Dr Sudhir Mishra said

Dr Mishra stated that the allegations are purely a result of vested interests, terming them as opinionated imagination and illogical. He highlighted that he had already been superannuated in November 2021 and that the allegation that classified documents had left the government premises reflects poorly on the accusers.

He further clarified that he only removed items that were personal belongings, such as souvenirs and honorary degrees received during his tenure as BrahMos chief. He assured that no items belonging to BrahMos Aerospace were taken and even mentioned that he had paid for the mobile phones used.

Lastly, Dr. Mishra reiterated that a high-level committee of DRDO had already investigated the matter. He provided clarifications, and other officials present shared their views. The committee, after careful consideration, has unequivocally termed these allegations as baseless, maliciously motivated, and misleading.

Certain sources defending Mishra’s claims highlighted that the DRDO was about to issue an appointment letter to Dr Mishra for a consultative advisory post of Dr Rajaramana, Chair in the DRDO, triggering false allegations.

‘Akash missile system can’t be trusted during war’: Degraded by govt defence agencies, loopholes in strategic weapon system threaten national security

On 3 June, 2018, Akash Missile’s Transportation and Loading Vehicle (TLV), parked at an Air Force Squadron, was jolted after a sudden burst of tube followed by shearing off wheel bolts due to impact. The incident shocked Air Force headquarters. The Air Force officials wanted not only wanted the routine analysis of the incident, but also an in-depth discussion with Defence Research and Development Laboratory (DRDL), a multi-disciplinary Missile System laboratory under the Defence Research and Development Organisation (DRDO) to unearth issues hampering the functioning of the strategic weapon system.

More than a month later, another squadron reported cracks on air intake caps of dummy missiles. An investigation by Firstpost revealed that the incidents were followed by other squadrons reporting frequent unserviceability of mobile surface-to-air Akash Missile system and long duration downtime, which means that the missiles are dysfunctional and may not be cocked and loaded against enemy in contingency. This incident forced Guided Weapon Maintenance Department of Air Force on 5 September 2018 to raise the issue, where they clearly stated that the “Squadrons have been reporting frequent unserviceability of Missiles and it has been noticed that time taken to resolve these failures is considerably high due to delay in analysis of failures.”

The sheer inertia of government defence enterprise involved in Akash Missile production and maintenance reached to such an alarming level that at least three squadrons of Akash in February 2019 reported that missile system remained down or simply broken and sometimes even out of order during 90 percent of the time since their date of commissioning. These squadrons were commissioned between 2013-2015 to counter Chinese aggression.

Multiple government agencies, including Missile manufacturer Bharat Dynamics Limited (BDL) which comes under the Ministry of Defence, Bharat Electronics Limited (BEL) which is responsible for radars and maintenance and the DRDO, did not tell the truth to the government about malfunctioning Akash Missile system and poor quality of spare parts provided by the private vendors.

The malfunction of Integrated Air Compressor and Storage Facility (IACSF) revealed another shocker and the Air Force mentioned it on record that the IACSFs of Akash Missile System units are unserviceable due to wobbling and vibration, pneumatic leakage, breaking of mounting pads and bolts. A missile had failed to take off during combined guided weapon firing exercise known as ‘CROSSBOW-18’ and a team of Missile System Quality Assurance Agency (MSQAA), BDL and DRDL was constituted to investigate the failure.

MSQAA is an independent inspection Agency under the administrative and functional control of Director General Aeronautical Quality Assurance, which comes under the Department of Defence Production of Defence Ministry. The incidents of leakage from fuel tanks and leakage in pressurised Missile containers were taken so lightly that the Air Force, responsible to secure the nation from aerial threats, was forced to direct to the DRDL, BEL and BDL that present configuration of certain systems of Akash Missile will not be acceptable for future squadrons, which are under the process of procurement. The Air Force, BDL, BEL and DRDL are yet to respond to a questionnaire sent by Firstpost on 24 November.

Details expose criminal act by government defence enterprises

If there is an emergent situation, several Akash sqaudron may not be able to launch counter offensive because deficiencies in many of the system including hydraulic oil leakage and container pressure leakage, which is pending since 2017. The complaints received from Air Force headquarters, Eastern Air Command and other Akash field units reveals there is no back-to-back agreement with vendors for equipment under warranty, making it difficult to repair the faults. Documents reviewed by Firstpost showed that almost all squadrons have expressed that they are unable to get proper feedback from BEL on repairing the faults in Missile System and on problems plaguing Akash Missiles which Indian agencies are ill-equipped to resolve. Surprisingly the field engineers, who are supposed to rectify the critical snags, are not even aware of any action plan.

Documents further said: “Currently majority of the Akash field engineers are working to pass information about issues without any tangible technical output. The untrained and poorly equipped field engineers are neither aware of any corrective action plan nor they are committed.”

The documents also pointed to massive delay in supply of spares for Missile System, virtually grounding them for for six months to a year. Air Force in a meeting had informed that most of the problems reported in 2017 were pending for over a year now. The documents also pointed at the repairing of Akash trailers which are covered under annual maintenance contract. It said: “Akash Trailers serviceability is poor and some cases spares supplied to Akash Missile units are not configured as per system requirement which is affecting equipment serviceability in case of failure.”

Bharat Dynamics Limited (BDL) the manufacturer of Akash Missile has not been able to resolve three important issues for the last two to three years. BDL, founded in 1970, is a government enterprise under the administrative control of the Ministry of Defence. It is learnt that BDL was told in high level meeting convened last year to come out with solid plan after conducting an investigation and study of faults in Akash Missile System within a month on long delays of critical faults. Even the investigation to unearth and address the issues was delayed.’


The Air Force has refused to pay for new maintenance contract for certain Akash Missile squadrons as the old ones expired in September 2019. They argued that missile systems in several squadrons were left idle for more than a year. Instead, it had asked for extension of warranty for certain squadrons which have been dysfunctional for 17 to 15 months in the last two years. Air Force asserted since system was down and faults were neither rectified nor replaced, it violated the maintenance contract. Air Force is learnt to have said that “during the warranty period, the seller shall either replace or rectify the failed goods free of charge within 30 days of notification of such defects. As per article of the contract, warranty of the equipment would be extended by such duration from time the buyer has reported such unserviceabilities till the time seller has restored the status of the buyer’s satisfaction.”

Red tapeism in government defence enterprises hurt national security

Firstpost investigation also revealed gross inefficiency of government defence agencies BEL, BDL and DRDL to address the problem in Akash Missile System. Documents reveal that meetings after meetings were convened on the issues but the government defence enterprises couldn’t satisfactorily answer the questions raised by Air Force. These government defence enterprises have been passing the buck. They also cheated Air Force by providing substandard and fake spares.

A meeting earlier this year chaired by Air Vice Marshal Bhanoji Rao pointed at severe negligence in handling Akash Missile System which may have serious ramifications in contingency. Documents revealed that certain spares, especially those of sub-vendors (procured by BEL) were being received at Akash Missile System units without ‘Quality Assurance’ certification and on a few instances it came to light that these spares were old and fake. In a letter, it was noted: “On few instances it has been noticed that the items were not new/authentic.”

Air Vice Marshal Rao clearly told his team at the Air Force not to accept spares without ‘Quality Assurance’ certification. The meeting also revealed a lack of expertise of government-owned defence enterprises which are acting merely as a supplier of equipment after procuring it from domestic and foreign vendors. It basically means that these government enterprises are acting like a payment facilitators. Their complicity in this entire saga was further exposed when government defence enterprises officials told the senior Air Force officials that sub-vendors (private companies supplying spares) were not willing to share their design documents.

An appalled Air Vice Marshal asked, if the Defence Research and Development Laboratory (DRDL) is the authority then it must have intellectual property rights of all designs related to Akash Missile System. Obviously, the defence agencies representatives were not aware about it since they never took the pain to look into the agreements and promised the Air Force to look into the matter to ascertain whether these rights were with vendors. A promise was made to list all major vendors for unhindered supply of spares to overcome single vendor situation. As far as BEL is concerned documents said: “Almost all squadrons have expressed that they are unable to get proper feedbacks from BEL on progress and plan of action of pending faults.”

The meeting chaired by Air Vice Marshal Rao also discussed high failure rate of one of the systems of Akash Missile, lacunae in analysis of faults and mismatch in software versions used for the this strategic weapon.

Another major loophole, which highlights the non-seriousness of defence agencies, is the contract with the private vendors. The agreements are more favorable to private parties putting Akash Missile System in jeopardy. Documents flagged these concerns further pointing out that all the vendor supplied items are outside their warranty obligations and in certain cases supplied spares are not configured as per system requirements. Some spares for Akash Missiles are not fit and functional and this is affecting the equipment serviceability in case of failure.

It appears that careless handling of most critical weapons has been going on for a long time. The Comptroller and Auditor General of India (CAG) was perhaps far-sighted when in a 2017 report, the national auditor observed that Akash Missiles cannot be trusted in situation of a war. CAG had categorically stated that Akash missile system delivered by BEL were deficient in quality and 30% missiles failed the test.

“Audit found that the Strategic missile system delivered by BEL were deficient in quality. Out of 80 missiles received up to November 2014, 20 missiles were test fired during April-November 2014. Six of these missiles i.e., 30 percent, failed the test. Preliminary failure analysis report revealed that the missiles fell short of the target, had lower than the required velocity, and also there was malfunctioning of critical units like Servo Control Unit and Connector. Two missiles had failed to take off because the booster nozzle had failed. These deficiencies posed an operational risk during hostilities. Firstpost investigation showed that after the CAG report, the squabbling between government defence enterprises had come to light. Eight critical snags in Akash Missile Systems were reported after the CAG report which were pending for three-seven months. CAG had recommended that Ministry of Defence needs to ensure better synchronisation of the various activities and agencies involved in such strategically important projects to ensure their timely completion and quality of Strategic Missiles also needs improvement so as to bring down failure rate.

Notwithstanding, many snags were not rectified citing lack of spares. The Air Force anguished over lackadaisical attitude of BEL and BDL has firmly directed them to resolve all internal issues immediately and ensure that no Missile is kept unserviceable due to their internal problems.

  भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन          (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, दिल्ली में जुलाई 2019 में अनुबंध के आधार पर डाटा एंट्री ऑपरेटर और एमटीएस की भर्ती की गयी ! जिसमे काफी संख्या में आवेदन आए जिन्हे साक्षात्कार के लिए 29 जुलाई और 30 जुलाई 2019 को बुलाया गया ! रूम नंबर 301 ( श्रीमति सुनीता वढेरा ) में साक्षात्कार हुए ! जिसमे काफी संख्या में आवेदको ने भाग लिया ! इस भर्ती में जो भी आवेदक साक्षात्कार के लिए आए उन्हे बाद में कोई सूचना नहीं दी गयी और ना ही उन्हे कोई कारण बताया गया की उनका चयन क्यों नहीं हुआ !

अजय कुमार, पूर्व डाटा एंट्री ऑपरेटर, भर्ती एवं मूल्यांकन केंद्र ( आर ए सी ) रक्षा अनुसंधान और विकास संगठन (डीआरडीओ), रक्षा मंत्रालय, तिमारपुर, अनुभव 16 वर्ष,( आर ए सी – 1998-2001, 2003- 2016) मैंने पूर्व निदेशक श्री आइ सी शर्मा, पूर्व निदेशक श्री प्रसाद सर , पूर्व निदेशक जेठी सर , पूर्व निदेशक डॉ अरुण कुमार, पूर्व निदेशक श्री रिशभ  कुमार जैन और पूर्व निदेशक श्री सुधीर गुप्ता इन सबके साथ भी काम किया है ! 30 जुलाई 2019 को 12.10PM रूम नंबर 301 में साक्षात्कार दिया ! लेकिन नौकरी के लिए नहीं बुलाया गया ! जब उसका कारण पूछा तो सुनीता वढेरा मैडम, रूम नंबर 301 मे मुझे बताया गया की आपका आवेदन स्वीकार कर लिया गया था लेकिन अशोक कुमार शर्मा, साइंटिस्ट ‘ई’ , रूम नंबर 414 ने आपका आवेदन अस्वीकार कर दिया लेकिन कारण कोई नहीं बताया गया ! ये सिर्फ मेरे ही नहीं और जो कैंडिडैट साक्षात्कार के लिए आए थे उनके साथ भी धोखा है !

लेकिन बाद में पता चला की ( अशोक कुमार शर्मा और वर्तमान निदेशक सुशील वर्मा ) द्वारा इस भर्ती में इन लोगो ने अपने जान पहचान वाले और अपने रिश्तेदारों का चयन किया है इसलिए इन्होने मेरा चयन नहीं किया ! इसमे इन्होने 3 कैंडिडैट निदेशक सुशील वर्मा के जान पहचान के है ! दो कैंडिडैट जो की गर्ल्स है वो अशोक कुमार शर्मा की बेटी की सहेली है जो रूम नंबर 412 मे बैठती है ! एक कैंडिडैट संचिन सिंह साइंटिस्ट की जान पहचान का है और भी कई कैंडिडैट जिनका चयन इन्होने किया है इसी कार्यालय में कार्यरत ऑफिसर और स्टाफ ( स्टोर ऑफिसर ) के रिस्तेदार और जान पहचान वाले है जिनके जान पहचान नहीं थी उन्हे नहीं लिया गया !

इस भर्ती की सबसे खास बात ये है की जिस ठेकेदार को ठेका दिया गया है उसके किसी भी कैंडिडैट का चयन शायद ही किया गया हो ! इन्होने अपने रिस्तेदारों और जान पहचान वालों को भर्ती करने के लिए ही ये कांट्रैक्ट लिया था ! जितने भी कैंडिडैट साक्षात्कार के लिए आए थे ठेकेदार को उनके बारे मे पता ही नहीं था क्यूंकी साक्षात्कार के समय सिर्फ आर ए सी स्टाफ ही था ठेकेदार वहाँ पर मौजूद है नहीं थे ! इसकी भी जांच होनी चाहिए की ठेकेदार ने कितने कैंडिडैट भेजे थे और कितनों का चयन हुआ है !

इस भ्रष्टाचार में इस कार्यालय के कई ऑफिसर और कर्मचारी संलिप्त है जिसके जांच होनी चाहिए !
  1. 16 वर्षो तक आर ए सी में डाटा एंट्री ऑपरेटर का कार्य करने के बाद 31 जनवरी 2016 में जब हमारा कांट्रैक्ट समाप्त किया गिया तब के तत्कालीन निदेशक (डाइरेक्टर) सुधीर गुप्ता द्वारा बताया गया की अब हमारा सारा कार्य ऑनलाइन होता है इसलिए अब हमे डाटा एंट्री ऑपरेटर की जरूरत नहीं है !
  2. 3 वर्ष के बाद ऐसा क्या हुआ की वहाँ पर 05 डाटा एंट्री ऑपरेटर की जरूरत आन पड़ी ! जब की हम तो सिर्फ दो डाटा एंट्री ऑपरेटर ही पिछले काफी वर्षो से कार्यरत थे जब हमारी ही जरूरत नहीं थी तो इतने डाटा एंट्री ऑपरेटर की क्या जरूरत आन पड़ी ! सब कार्यालय ऑनलाइन कार्य कर रहे है तो क्या आर ए सी अब ऑफलाइन कार्य कर रही है ! ये तो प्रधानमंत्री श्री नरेंद्र मोदी जी की डिजिटल इंडिया मूवमेंट को बर्बाद करने पे तुले है क्या ऐसे ही इंडिया डिजिटल होगा !
  3. इस कार्यालय में चपरासी, एमटीएस काफी मात्रा में है लेकिन ऐसी क्या जरूरत पड़ी की इनको 07 एमटीएस अनुबंध आधार पर लेने पड़े ! ऐसा कितना कार्य होने लगा अचानक इस कार्यालय में ये भी जांच का विषय है !
  4. मुझे एसएमएस और फोन कॉल करके आर ए सी में साक्षात्कार के लिए बुलाया गया लेकिन अशोक कुमार शर्मा के मना करने पर मेरा चयन नहीं किया गया क्यों ?
  5. अशोक कुमार शर्मा जो पहले इनमास में कार्यरत थे वहाँ भी इन्होने ऐसा ही कार्य किया होगा इनकी पिछले कार्यालय की भी जांच होनी चाहिए ! क्योंकि कुछ कैंडिडैट इनमास के है तथा कुछ एसएसपीएल (SSPL) के जो इनकी जान पहचान के है ये भी पता लगाया जाना चाहिए की इन दोनों ऑफिस में ये कैंडिडैट किसके कहने पर वहाँ से आर ए सी में बुलाये गए है !
  6. जितने भी डाटा एंट्री ऑपरेटर और एमटीएस का चयन हुआ है उन सबकी भी जांच होनी चाहिए की क्या इनमे से कुछ कंडीडटेस अशोक कुमार शर्मा के साथ दूसरे कार्यालयो में भी कार्य कर चुके है !
  7. उन सबके अनुभव और उनकी शिक्षा का स्तर की भी जांच होनी चाहिए !
  8. ठेकेदार ने कितने कंडीडटेस भेजे थे और कितने ऑफिस स्टाफ के है इसकी भी जांच होनी चाहिए !
  9. ठेकेदार की भी जांच होनी चाहिए क्योंकि इस ठेकेदार को ठेका किस आधार पर दिया गया है और कितने ठेकेदारो ने यहाँ पर ठेके के लिए आवेदन दिया था ! ये ठेकेदार अशोक कुमार शर्मा या स्टोर इंचार्जे इन दोनों मे से किसकी जान पहचान का है !

अतः आपसे अनुरोध है की इस कार्यालय में व्यापक पैमाने पर हो रहे भ्रष्टाचार की जांच की जाए ! जब तक ऐसे ऑफिसर और कर्मचारी होंगे तब तक माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी का भ्रष्टाचार के खिलाफ चलाया अभियान सफल नहीं हो सकता !

INS Sagardhwani, an oceanographic research vessel of the Defence Research and Development Organisation, embarked on a two-month-long Sagar Maitri Mission-2 from Southern Naval Command in Kochi on Thursday, officials said.

INS Sagardhwani, an oceanographic research vessel of the Defence Research and Development Organisation, embarked on a two-month-long Sagar Maitri Mission-2 from Southern Naval Command in Kochi on Thursday, officials said.
Sagar Maitri is a unique initiative of the DRDO which aligns with the broad objective of Prime Minister Narendra Modi’s policy declaration ‘Safety And Growth for All in the Region’ (SAGAR) to promote closer cooperation in socio-economic aspects as well as greater scientific interaction, especially in ocean research among Indian Ocean Rim (IOR) countries, the Navy said in a statement.

“Oceanographic research vessel of the Defence Research and Development Organisation (DRDO), INS Sagardhwani, embarked on a two-month-long SAGAR MAITRI (SM) Mission-2 from South Jetty, Southern Naval Command (SNC) in Kochi today,” it said.

DRDO Chairman G Satheesh Reddy flagged off the ship in the presence of Vice Admiral Anil K Chawla, Flag Officer Commanding-in-Chief, Southern Naval Command.

Defence Minister Rajnath Singh has extended his warm wishes for the success of the mission.

“Under the aegis of the PM’s policy, specific scientific component of the DRDO is ‘MAITRI (Marine & Allied Interdisciplinary Training and Research Initiative)’,” the Navy statement said.

INS Sagardhwani has been designed and developed by the Naval Physical and Oceanographic Laboratory (NPOL), Kochi, a premier systems laboratory of the DRDO.

It conducts ocean research experiments in the Indian waters and spearheads NPOL’s at-sea data collection activities, the officials said.

Sagar Maitri Mission-2 commemorates the golden jubilee of India’s lone research ship INS Kistna’s missions as part of the historic International Indian Ocean Expeditions (IIOE), which took place during 1962-65.

“As part of the mission, INS Sagardhwani will revisit the selected tracks of INS Kistna and provide NPOL scientists ample opportunities to collaborate and garner a close working relationship with the oceanographic counterparts of the IOR countries,” the statement said.

The prime objectives of the Sagar Maitri Mission are data collection from the entire North Indian Ocean, focussing on the Andaman Sea and adjoining seas and establishing long-term collaboration with eight IOR countries in the field of ocean research and development, it said.

The other IOR countries include Oman, the Maldives, Sri Lanka, Thailand, Malaysia, Singapore, Indonesia and Myanmar.

“The programme also aims at establishing long-term scientific collaboration with these countries in the field of ‘Ocean Research & Development’ and data collection with a focus in the Andaman Sea,” the statement said.

Director General (Naval Systems and Materials) Samir V Kamath, Director NPOL, S Vijayan Pillai and other senior officials were also present on the occasion.

Chinese firm Delhi chose for CCTVs on US radar

Concerns have also been raised on the firm being owned by the Chinese government, adding a twist to the controversy over a Delhi government project to install 1.5 lakh CCTV cameras across the city.

The Chinese firm is however, not new to controversies, with a growing number of US organisations either removing or barring the use of company’s products.

A Chinese firm whose subsidiary has been shortlisted to supply security cameras for the national capital is on a US watch list, with an advisory on threats, including remote hacking and potential backdoor access.

Concerns have also been raised on the firm being owned by the Chinese government, adding a twist to the controversy over a Delhi government project to install 1.5 lakh CCTV cameras across the city.
While Defence public sector unit Bharat Electronics LimitedNSE 1.13 % (BEL) has been selected, it bid to supply cameras manufactured by Prama Hikvision India Private Limited. Chandra Shekhar, a senior official with Prama Hikvision told ETthat Prama Hikvision is a subsidiary of Hikvision.

However, Prabhat K Bhattacharya of its PR firm Consocia Advisory, claimed Hikvision owned 58% of the Indo-China venture Prama Hikvision.

The project came under controversy after Delhi Pradesh Congress Committee president Ajay Maken alleged that the AAP government had compromised national security. The Chinese firm is however, not new to controversies, with a growing number of US organisations either removing or barring the use of company’s products. The firm’s cameras were removed from the US Embassy in Afghanistan and another of its army base.

Similarly, the US Air Force last year cancelled a tender for Hikvision video surveillance. The US government’s GSA — which provides centralised procurement for it — has removed Hikvision manufactured products from sale. Security concerns of Hikvision products have been raised in the UK as well.

A US Department of Homeland Security advisory dated May 4, 2017 states that the products are “remotely exploitable” and require a low skill level to exploit. The vulnerabilities, advisory explains, are “improper authentication” and “password in configuration file”.
“Successful exploitation of these vulnerabilities could lead to a malicious attacker escalating his or her privileges or assuming the identity of an authenticated user and obtaining sensitive data,” the advisory reads. Prama Hikvision, however, claims that “allegations of a backdoor are false”.

“We have not, nor would we, intentionally place a “backdoor” in any of our products for any government or third party. Access and control of the video cameras and content will be restricted only to the end users and Prama Hikvision will not be able to access them at all,” the company said in response to an ET questionnaire.

In India, these security concerns may have not deterred procurement. Delhi government officials claim that the Delhi Metro Rail Corporation (DMRC), defence ministry and Defence Research and Development Organisation (DRDO) have procured cameras from Hikvision, in response to Maken’s allegations.

Individual questionnaires were sent to these organisations but received no response.

On its part, BEL said there is no compromise on security while supplying products for defence forces. “The requirement is for civilian use and not for any military application…BEL will never compromise on the security related aspects while supplying its products for defence forces. Supply of CCTV cameras for public use in various constituencies in Delhi does not violate any security norms,” BEL said in response to queries by ET.

While the contract is yet to be signed, controversy looms large with the Lieutenant Governor of Delhi creating a high-powered committee to create a standard operating procedure for installing CCTV cameras and the AAP-led government opposing the move.

श्रीमान. आगरा की महत्वपूर्ण डीआरडीओ रक्षा संस्थान ए डी आर डी ई में, पिछले शुक्रवार दिनांक 28 जून 2019 को एक वैज्ञानिक  श्री आदर्श वीर ने ड्यूटी के समय संस्थान परिसर में बीपीएमएस यूनियन लीडर, क्लास 3 कर्मचारी पर जान लेवा हमला  किया । इस हमले में एक अन्य वैज्ञानिक  श्री बंसल ने भी उनका साथ दिया । घटना की सूचना रक्षा संस्थान के सुरक्षा अधिकारी कर्नल व अन्य कर्मचारियों द्वारा 100 नंबर पर दी गई और पुलिस घटना स्थल पर पहुंची और पुलिस कांस्टेबल 1828 श्री जानकी नंदन ने आहत भारतीय मजदूर संघ नेता को जिला अस्पताल आगरा  ले गया जहां आहत श्री कृष्णकांत दुबे की जांच की गयी और डॉकटर द्वारा उनके सिर में 5 टाँके लगवाए गए और पाया कि  गंभीर चोट  भी आंख के पास है। मेडिकल रिपोर्ट की कॉपी और घायल व्यक्ति की फोटो के साथ संलग्न है।

सदर पुलिस थाने में घटना की रिपोर्ट के लिए रक्षा संस्थान कर्मी श्री कृष्णकांत दुबे को ले गए, लेकिन निदेशक और उनके पुलिस मित्र के दबाव में उन्होंने शिकायत दर्ज नहीं की। शिकायत की प्रति संलग्न है

सदर थाना, आगरा में प्राथमिक सूचना पंजीकृत नहीं करने पर श्री कृष्णकांत दुबे ने ऑनलाइन पोर्टल में भी शिकायत दर्ज कर दी और शिकायत संख्या  31621046071800005  दिनांक 29 जून 2019  है (शिकायत की प्रति संलग्न है ।)

आदरणीय योगी जी यह विश्वास करना कठिन है कि इस तरह की महत्वपूर्ण रक्षा प्रयोगशाला में कार्य संस्कृति अपने निचले स्तर पर पहुंच गई है, भारत की जनता  इस तरह के निदेशक से रक्षा अनुसंधान  कार्यो की उम्मीद कैसे कर सकते हैं। इसलिए, इस वरिष्ठ  कार्यकर्ता को सुरक्षा देने और न्याय देने के लिए यह विनम्र अनुरोध है कि वे पुलिस को निर्देश दें कि वे  इस घटना दर्ज करें और निदेशक और उसके तथाकथित पुलिस अधिकारी मित्र के दबाव में काम न करते हुए उचित जांच कर सही आख्या प्रस्तुत करे ।
